The Finance Department is responsible for all accounting and financial reporting, budgeting, cash management, investments, and collections functions. Processes within the department include Utility Billing, Payroll, Accounts Receivable, and Accounts Payable. The Department prepares the annual budget which is the strategic plan of the City. At year end, Finance administers the audit process and preparation of the Comprehensive Annual Financial Report (CAFR). The City of Rolling Meadows has received the Certificate of Achievement for Excellence in Financial Reporting every year since 1985.

Utility billing is completed by the Finance Department staff. Utility bills may be paid online. Click Online Payments to pay your utility bill with an electronic check, debit or credit card. You may also register to pay your bill automatically with the Auto-Pay Authorization Form. Return the completed form to City of Rolling Meadows, 3600 Kirchoff Road, Rolling Meadows, IL 60008. You may also pay your utility bill by mail, at City Hall, or by dropping a check in the white, drive-up box located in the City Hall parking lot.
Vehicle stickers are due annually before July 1st. Applications are mailed June 1st. A passenger vehicle sticker is $30. Special pricing is available to senior citizens, holders of handicapped license plates, active military personnel, and antique cars. Click schedule of fees for the complete listing.
Vehicle stickers may be purchased by mailing an application along with payment, or can be paid for in person at City Hall or by visiting one of the City's authorized business partners. Effective November 25, 2014, Dog licenses are no longer required in the City of Rolling Meadows per City Ordinance 14-42.
