Rolling Meadows City Hall is located 2 blocks east of Illinois Route 53 on Kirchoff Road.

The City Hall Cashier is located on the first floor of the City Hall Municipal Building at 3600 Kirchoff Road, Rolling Meadows. City Hall business hours are Monday through Friday, 8 a.m.-5 p.m.

The City Hall Cashier accepts payments for water, sewer and garbage bills and traffic fines, (non-moving violations). Vehicle, dog and bicycle licenses are available at the City Hall Cashier window. The Cashier also offers applications for business licenses. Other services include Voter Registration, Absentee Voting and City Real Estate Transfer Stamps.

All vehicles registered to a Rolling Meadows address, including automobiles, trucks, motorcycles and mopeds, must have a current City vehicle sticker displayed on the vehicle. Vehicle sticker prices currently start at $22.00 for passenger plates and "B" plates, and $49.00 for trucks over 8,000 pounds (additional fee information). New residents have 60 days from the date of move-in to obtain a sticker. Residents who purchase a new vehicle have 60 days from the date of purchase to obtain a sticker. Vehicle stickers are valid from July 1-June 30 each year.

Dogs are to be registered with the City and proof of rabies vaccine will be required at the time of registration. Dog licenses are $5.00. Neutered or spaded dogs receive a discount of $2.00. Dog licenses are valid from July 1-June 30 each year.

Residents who wish to contact the utility billing department are asked to call (847) 394-8500 or visit City Hall at 3600 Kirchoff Road . Utility billing is located in the finance department at the cashier’s window. Utility payments are due on, or before, the 20th of each month. Payments may be mailed, presented in person or dropped in the white "Drop" box located in the parking lot at City Hall. Please allow 5 business days for payment processing or use the Pay Utility Bill link above to pay via our secure website. Effective for bills dated January 1, 2008, and after, weekly garbage pickup is $25.39 per month and the stormwater management fee per ERU is $2.76 per month.

New water and sewer rates are in effect for bills dated April 1, 2008, and after. Water consumed will be billed at a rate of $4.96 per 1,000 gallons (up to 15,000 gallons) for in-town users. Any water consumed above the 15,000-gallon tier will be charged at a rate of $5.79 per 1,000 gallons for in-town users. Sewer charges are equivalent to 33% of the water rate billed per tier. Each month all water and sewer users will be charged a monthly access fee of $2 for water service and $1 for sewer service.
